i couldn't find any websites to download Joey's avatars.
so some members adviced me to go to JGer talents to use some. so can we use the banners on there, that some members created?
or can someone give me the URL that has some good joey banners/avatars?

I think you can use the banners and avatars that members created but you need to give credit to them though.
